hey i found A way just type in
and refresh the page and then click the comment you put which is now a link and wait a while like 1 minute the most then you will maybe watch it.
unfortually, this is the best solution i have found, but it works on some videos.

when i use proxies i can see the vids, otherwise i cant...
whats with that? is it an isp block or a youtube block? who is putting the restrictions?

This sounds like an ISP restriction.
Either they want to restrict traffic or content, or perhaps both.
Have you tried setting different regions, or the (in)famous &fmt=18 at the end of the URL?
