I am not an expert for the laws in your area. I would ask the police or go to your local department of motor vehicles and find out. It is the best way to avoid impoundment or a ticket by knowing and following the law.

@mrsmilly12345 Yes if a policeman catches you riding this on the street they may impound it. As for the coil go to your local lawn mower shop and get a replacement as the engine is just a basic 2stroke like you find on a chain saw.
