@AlwaysInTwo it is to make sure that oil does not build up on the ball after each throw. Bowling balls absorb oil from the lane which over time will make them hook/move less and less the more it absorbs. The condition is reversable you just have to extract the oil (bake it out), but wiping the ball is part of proper care of the ball. Also you don't want the balls reaction/movement to change from throw to throw so you make sure to start with the same surface every throw (aka clean).
