if you use Sony Vegas you can use the transition with the circle you basically just put a black solid on top of the layer you want the circle/rings to appear and add that transition and I recommend you to put the layer which is on therow of the black solid as "screen" so that the black doesnt show but just the white ring/circle you can try it by yourself.
