The Banjo is Herb Pederson and the bass looks like Chris Hillman. Chris and Herb have done many bluegrass projects together. One of my favorites is "Rice, Rice, Hillman and Pederson.
The old Governor from the 1970's is the new Governor of California. How cool that Meg Whitman wasted 150 million dollars of her own money on personal vanity. I'm still laughing.
That's Herb Pedersen on banjo (one of the better banjo players around, though not first name you think of when somebody says banjo). That's also Jim Buchanan on fiddle. Pedersen and Buchanan played on the High Country Snows album that this song came from. Most of the major players from that album are in this stage band. If you want to hear more great banjo playing from Herb, pick up Rounder 0169 titled "Here Today" (also includes Buchanan and Grisman). Great stuff if you like bluegrass.
Herb Pedersen is playing banjo , he is very much alive.
The only player in this line up that has passed away is Dan Fogelberg.

That also looks like Earl Scruggs son, Randy in the background on acoustic guitar. But I can't tell for sure.
