ATC is located @ EHAM or schiphol amsterdam if you like. It's the main Airport from where the KLM operates

Could be a weather baloon , they have lights fitted at night to prevent aircraft running into them

The Dutch part seems to be with a KLM-pilot.
1:34 ATC - I hear strange things. Did you overhear 1515?
1:38 KLM - Yeah, we also heard that.
1:40 ATC - Did you see it? Because we did.
1:42 KLM - We didn't see anything.
1:44 ATC - There was nothing on radar, but there was a light in the air with a beam of light.
1:49 KLM - Haha, some kind of a chinese -how do they call it again- candle.
1:54 ATC - Yeah! Well... It was too bright for it. I don't know.
After that the ATC gives intruction in English.

@Nomberbomber Never found the exact airport, but this was KLM not Air Canada, so probably somewhere over the Netherlands. Schipol maybe. Sorry about the inconvinience.
