It looks like a young bird with mites sunbathing. Birds will find a warm sunny spot and spread its feathers apart so the sun can rach it's bare skin. They strech out and remain frozen in odd positions ... laying on one side with a wing extended, neck stretched out , mouth open wide breathing hard for as long as it can tolerate the heat. The hot sun may also helps rid the bird of mites as well...
I don;t think it was dying.because it stood up and scratched his neck before it flew away.
This house sparrow is not well, that is for sure. Or it would not doze off out in the open like that. It is also panting to heavily and it's feathers are a bit of a mess.
I would not be surprised if you would find it lifeless the next day. Unfortunately.
Looks like it might have been struck by something or flew into a window. When the down feathers on these guys shows through on adults it's usually the result of a trauma or major stress.
Aside from that it's hard to tell without having all the info.

It could actually be dying. My house sparrow very nearly almost died at one point, because it was lacking calcium. It look pretty much the same.
As many birds, sparrows ban any sign of weakness or "not well-being" from the behaviour, not to attract attention from predators.
But at some point they cannot hide it any more, and it looks like this.
A grown sparrow would loose body tension like this, only because it is sleepy. This happens with young birds, but this one looks fully grown.
