In Spring, 2008, the New York Civil Liberties Union released the report, The Marijuana Arrest Crusade in New York City: Racial Bias in Police Policy 1997-2007.
The report, written by Prof. Harry G. Levine, a sociologist at Queens College, and Deborah Peterson Small, an attorney and advocate for drug policy reform, is the first ever in-depth study of misdemeanor marijuana arrests in New York City during the Giuliani and Bloomberg administrations.
The results were stunning: Since 1997, the NYPD arrested and jailed nearly 400,000 New Yorkers for possessing small amounts of marijuana, tenfold increase over the previous decade.
Fifty-two percent of those arrested were black, and 31 percent were Latino.
The arrests were also heavily skewed by gender - 91 percent of people arrested were male.

look more black & hispanic people sell drugs on the streets than whites who do it behind closed doors. more blacks and hispanic people kill each other over drug money. so that is wy they are targeted. also im 1/2 white and it sais white on my birth cert. but im also native cherokee. I was a crack head for 3 years. I have lived the streets. I think weed should be legal. we should not lock people up just for useing drugs. we should get them help. other then prison or jail. that is not help.
Marijuana should be legalized. That being said, more minorities are arrested because they sell/use drugs in a more open manner than whites. They are more likely to "hustle" on street corners, while whites more often smoke in their parent's basements or some secluded backyard or suburban park, dorm, etc.
Bloomberg said once he smoked pot and he liked it. Everybody finds that amusing *ohh a prominent politician does it too!* but the asshole keeps arresting pot-heads, and filing jails with these people. Bloomberg is a total douche-bag.
why in hell is marijuana illegal? it's not half as bad as TOBACCO.. which kills 2,000 people EVERY DAY!! my uncle died last year at an early age from cancer, he didn't smoke marijuana, HE SMOKED CIGARETTES. TOBACCO KILLS. so why is marijuana illegal? we need to make it legal like alcohol and tobacco, and regulate like those industries.. 18 years old to buy them..
