it's great anyway …
My impression is that the architects of the time (Art Nouveau or close) wanted to renew the experiments the architects of the Renaissance did in castle such as Chambord where they really made feats in stair design.

@snarfomg I would say the bulding is on the Camps Elysées (on the even numbers side).
Can't remember the number.
Anyway if it's not, there is such a staircase in the "Champs", One of my client was there and each time I went there I climbed all the 4 (or 5 ?) floors just to admire the job.
Guess it is a late 19th or early 20th cent. construction.
