Im not saying that using lower voltage would not be more efficient a lot of people have shown that using lower voltage is more efficient. However if you increase the voltage you will increase the wattage and get more gas it just might not be as efficient, If your results go against this then I suspect there is some other factor effecting your cell.
There is a big differenc in temps,from out side and water temp,on my wet cell when I measure the tube temp and the take the lid off and measure the water there is usually a 40 deg different temp between the two,If it really matters to you.

I believe he is referring to the voltage per plate gap not the whole cell

Ideal voltage per plate gap is 2.3v.
