The solo trumpet is perfect for conveying the loneliness and the sadness of the characters, and the harps with augmented chords, together with the piano certainly amplify the effect of the "strange goings on" to which Mr. Goldsmith refers.
This was an interview with BBC's Film 2002. Great to see Goldsmith talk about Chinatown, but I did wonder why the BBC suddenly decided to feature that score at that time. I wonder what would have happened if Goldsmith had worked with Polanski himself, rather than just the producer Robert Evans.

Thanks for this upload. Jerry Goldsmith is my favorite composer and the theme to Chinatown has been and still is my favorite.
