No, running doesn't make an arrow miss, while you run they have an 80% chance of shooting you and 20% chance to miss. Where the hell did you pull this info out of? Your ass?

Evasion is useless, it needs a buff to be taken seriously in pvp. Like no cool down so you can spam it like crazy to get into cover, with only a split second of vunerelability so it's not overpowered, that way a good archer/mage still has a chance to kill them. Or at the very least give it another effect, like after you use it the person who's attacking loses you as an attack target canceling out the aim %.
