Because the PG-13 rating didn't exist at the time the film was made, and it didn't quite warrant an R.

I have to say, some of the imagery and ideas here are really solid, even if the execution kind of flags. I'd be interested to see a remake of this with higher quality production, and the animators taking less LSD.
