I reckon the government secretly thinks the punishments for these crimes (listed under question B) are too low. So the questions are designed to entrap the baddies into lying, so that when they're 'nabbed' the government has evidence they can use to ALSO charge the baddies with perjury, thus lengthening their list of offences and increasing their punishment.
