cordillera is a natural fortress, it always stood as a stronghold for someone who fought against oppression. Spanish conquistadors failed to subdue the area. it is also where former president Aguinaldo hid and as soon as he got out of the place, he got captured in isabela. it is where the japanese where last seen when they were forced out of the philippines. lastly, it is where the NPA were most difficult to subdue by the Marcos Administration. currently some NPA are still hiding in there.
