Nope, that's how it's supposed to sound. This and the Teardrop bells are my favourite. :)

Usually the Safetran Hybrid bells have that double clack, this has that, but it does sound like there is something more inside of it.

What you are hearing is the vibration down the pole. I like it though, as it adds a nice touch to it.
