The guy in the car was actually doing everything right. This is like a TV report or smthng. Another guy who's talking in the begining says that the police was chasing them even though they weren't speeding. So they were breaking the rules themselves, then they started shooting at the car, breaking the law this time. The video is actually about cops take money from people just because of their position as cops.
