@Rtkat3 I actually remember earlier in the mini series where the Baroness actually said, "Still no change." This probably implies that she did some experimentation to reverse the first exposure to the spores, that gave him the extra eyes, but ironically failed to undo the second exposure that devolved him.

How Come Cobra Commander did not turn back completely to Human? Why?

I recalled that Cobra Commander had eight eyes because of that spore he had been exposed too before forming Cobra on Golobulus' behalf. Somehow the eyes have been reduced back to two.
