This may be a mondegreen, but there were lyrics to this tune. The last four lines went something like:
TAMPA BAY!
Your spirit comes shining through

It has been speculated that Frank Gari is the composer. I believe they did use "Hello News" from 81-83.

One of the best pieces of closing music I've ever heard. I'm now trying to research who composed the "Spirit of Tampa Bay" theme. Hopefully an open from this theme package will surface somewhere.
