I would put this down to poor fireing, if she had a good fire in her and the water kept at a good level, she would have done an average of 60-70mph easily! :)

I never found out the problem, it appeared to be low on steam and was bringing the brakes on.
But after a few minutes recovery she was on her way I never heard of any more trouble with the tour.
