These homemade rockets haven´t the potential to kill as many people as the israelis weapons do but they have a terrorizing purpose. And in Januar 2009 the israelis turn the tide and terrorised the gazastrip. There is no way to distinguish between a hamas fighter and civilian, since both are civilians and there is no uniform which identifies a hamas fighter as fighter. Therefore it is only logic, that they will have more civilian casualties.
