I think Septa should have purchased the entire fleet of Arrow II from transit, rehab them and use them to replace the Budd and St. louis cars. The Silverliner V are a death trap and full of problems. Those GE were retired early
Great catch. I remember watching Worlds Toughest Fixes where they did this. That was in the middle of the summer and it looked dangerous enough, never mind this crazy Winter weather.
I think it is getting it's power from the locomotive since the pantographs are not touching the catenary.
