The Duke Nukem 3D usermap, Sewer (SEWER.MAP) by official level designer Richard Bailey Gray (a.k.a. Levelord,) completed in 00:24 in Duke Nukem 3D v1.5. The video was recorded with the brightness level set to maximum, as otherwise, it is almost impossible to see what's going on in the sewer area. The .DMO version, recorded on May 16, 2007, can be downloaded in the URL below:

What follows is the description from the text file included in that .ZIP:

Any Duke Nukem 3D fan would know that one of the two level designers for the original version of the game, before the Atomic Edition, was Richard Bailey Gray, also known as "Levelord," famous not only for his impressive level design (including all but two levels of Shrapnel City,) but also for his tendency to stick hidden messages in his levels that cannot be accessed except by cheating. What's not so well-known, however, is that two of the levels he designed didn't make it into the game. This level, Sewer, is one of them. Two years later, they were released to the public with 3D Realms's permission. Sewer boasts good gameplay, as is expected for a Levelord map, and a city atmosphere similar to those of his Shrapnel City maps.

When I did my first unrecorded speedruns of this level, they were a little over a minute. From there, I had to wonder if I was ever going to get a time below one minute. That is, until I discovered you could skip almost the entire level through a level design oversight so horrific that you'd wonder how someone as talented as Levelord could have missed it. The moral of the story: Be careful of where your floor grates lead.

I originally got 00:28, 00:27, 00:26, and then 00:25 on this level, when I was blowing open the manhole (which leads to the same sewer area, but is slower.) I finally nailed 00:24 after realizing where the grate in the street led. ;) I believe this is optimal.

P.S. Yes, the plainly rocky floor on which you find the red keycard is marked as a water sector. Another oversight! :p
