Yes, states can be tyrannical. But state governments tend to be easier to deal with than National Governments because they're smaller. The elected officials are more accountable. Governments aren't capable of "safeguarding human liberty" without taking liberties from individuals. We are meant to look out for each other. There is no "perfect system" but the Constitutional government is pretty close.

States can be just as tyrannical as national governments can. Once again, it seems that missing the point is very common among conservatives. Do I believe Lincoln wanted to end slavery? No. He, like Obama, allowed injustice to continue. I have the same outlook as Hitler? Where did I say that I was anti-Semitic or that I believed in national patriotism? Nowhere. You know what, you have the very same outlook as Hitler, btw. He was opposed to State's Rights, too. It's easier to be a tyrannical dictator when you consolidate power into one national government. Did you know that, thanks to State's Rights, we have medical marijuana in CA and State's Rights also made same-sex marriage possible in VT and MA. Also, State's Rights was actually used by the Northern States AGAINST slavery.

No, he supports the Constitution. State's Rights were integral to the ratification of the Constitution. State's Rights were part of the deal. Religious Supremacy? You're creating fantasies. Paul is a paleo-libertarian who believes in the rule of tradition, states' rights (as if states were any better than nations at safeguarding human liberty), religious supremacy, and the brutal application of communitarian law and order.
