Hopefully the civil war will end very soon and some kind of functional Transitional Govt process can begin immediately after, perhaps with some Arab League assistance etc.
The propaganda threats to expand the civil war though as some bargaining chip is dangerous and should be talked down and not encourage it.
It's a very tragic reality all around, nothing less, but hopefully the near-future can prove a Libya success.
