@scareme666 Close.They wanted to be like "California girls" who are "known" to be blonde tan and what not based off TV shows at the time it started (2000). That started in ganguro. This style is mainly manba/yamanba which the only difference is the colored hair and floral accessories. B-Kei, or Black style, is where they dress in black style clothing and "Want" to be black.
