more than likely it's condensation from the exhaust

What carbs? It's an L28ET. T meaning turbo. The L28ET's are fuel injected and use a throttle body.

Actually, it was a fuel leak. I did not see it until I bent down to pick up the camera. Keep in mind that this video is almost 2.5 years old.
