@ffnlink POWER Bash, however, is a different attack and animation altogether, that greatly boosts the capabilities of the standard Shield Bash. You instead will do a full backhand with your shield and will almost always critically stun the enemy, almost dropping them to a knee. In addition, this attack, while consuming a great amount of stamina, has very appreciable damage for being so fast, while also applying hard control that cannot be resisted.

@ffnlink There's a significant difference:

Shield Bash is indeed immediately available, and quite effective at what it's meant to do: stop the enemy's power attacks and cause them to stagger for a moment, leaving them susceptible to a follow-up attack. By default, you are able to charge this basic bash, however the increased effect is usually not worth the stamina required to use it.

You don't need the perk to do the shield bash, you just can't charge it using stamina.
