What is the purpose for the taser to be moving up and down after it being discharged by the officer?

Thank you for the excellent question. I checked with Sgt. Chad Langley, who instructs officers on how to properly use of electronic control devices like the taser. He said that the officer moves the taser up and down to confirm all the wires are extended out and to make the wires easier for fellow officers to see.
