if you look at the skirt on the floor at the beginning, this is 1 half circle. So you need 3 of that and sew them together. The bellydancer Delilah hast a DVD about how to make skirts and other costumes.

i think you just sew three half circles and it gives much width. but you could do it with big rectangles that you refit on yourself, so...
