In USA, you can start at any age, you have to be 16 to fly solo, and 17 to hold a certficate. You have to be 18 to hold a commecial certificate and recive compensation for your flight, you have to be 23 to hold an ATP (Airline Transport Pilot) and be a captain. Most airlines hire you at ages between 20 and 23, however if you start at 17 get a private certificate, you have 2 to 3 years to make the 250 hours requiered to have a commercial, and extra 250 to 450 hours to be considered for hiring.
