Not really as it means that we don't get any experience building one on some sort of body so we'll be less prepared when trying to do so on Mars or any other planet. Sure it'll be harder to take off from the Moon than in space but I doubt that it's by much as there's no atmosphere on the moon plus we can launch from else where as we aren't required to launch from the Moon. It makes more sense to start with something smaller before taking on a bigger challenge.

It would make more sense to have a space station. While the moons gravity is week, it still has SOME gravity to make it harder to take off.
