I voted No, since I felt it was unfair to smaller tribes, even though I liked the fact that it would've placed much more stringent environmental measures on the four large tribes. But that doesn't matter now, since the Yes's won. :\

"Quasi-Sovereign nations"

and

"Never receieved any special treatment" are contradictory terms.

Amerinds were made citizens of the United States in 1924. To allow them their even semi-autonomous nature, and allow them to not pay the same taxes as everyone else is special treatment.

To allow them to DECIDE how much they should pay would be even more stupidly preferential.

Either open up gambling to any business, or close it off, altogether.
