The policeman asks: "Können Sie sich ausweisen?" ("Can you show me your identity card? / ... prove your identity?")
The driver pretends to misunderstand him:
"Ausweisen? Aus Deutschland?" ("Expel? From Germany") The joke being that "jemand ausweisen" means "expel somebody", wheras "sich ausweisen" means "prove one's identity".
