I'm afraid the only solution in the short term is to deter would be offenders to such an extent that it causes them to reconsider the offence they are about to commit. Only then, when you have a society where murders, rapes, muggings, etc. are so infrequent; that you may go about your duty to become more tolerant and understand/educate those who would be perpetrators of a crime.
In my opinion of people (and I've lived on both sides of the fence), there is quite a divisive line between those who are truly repentant of their 15 seconds/minutes of their worst act of crime and of those who would have no hesitation in doing it again, or worse. Call it mental illness, youthful adolescence or habitual behaviour, I'm afraid it exists and there is no real world remedy (in our time at least) to remedy the latter.

You underneath who have implied that his opinion is wrong (@regvarney, @FatFriendly1, an ironic name, considering your views), need to take a long hard look at yourselves. If we don't trust people as a society, crime is never going to decrease to a near nonexistent level. I don't understand how its considered lawful to kill someone, just because they've killed someone else. Its wrong. This man is right. @zyklonbzombie is right. Frankie is right.
Unfortunately, it's easier and much more self-affirming to judge than to understand. It's a shame, because retributive sentiment (you are/did something I consider bad, therefore you "deserve" to suffer) is a major driving force behind a pretty huge portion of violent crime. Hopefully, one day, we'll look back on our treatment of offenders as just another form of ignorant bigotry. The sooner we weed out this broken way of thinking, the better.
This is often true of victims who had a less than sparkling life. It's hard to put all this across to the family of a murdered child though.
