In looking at a state FT and cross border shopping it is important to limit what the state FT replaces. Replacing just income taxes keeps the rate lower. And since a portion of the retail value of goods and services is generated though retail markup, removing the SC income tax will drop the pretax price by the amount of embedded SC income tax lessening the concern of cross border shopping.
Cross border shopping is not with out its own expenses that increases with distance to travel.
