Do you have 49 achievements?
Even then you might not have it because sometimes you need all the original achievements (the ones before TU2)

I agree. Its not fair they added more spartan armor just because they are more popular.
They can't add any new armor now though but Arbiter armor wouldn't be new. I doubt it though
