Sure you can make electrodes with more surface area but if you double the surface area, you'll not only double the hydrogen production but double the current too.

An engine uses something in the order of 50 cubic feet/minute. To make 1 cubic feet/minute of hydrogen (2%) would probably take more current than any car alternator could deliver.

I call fraud because of this simple assessment. Feel free to refute it but give me some maths and references please not gut feelings.
