LANGFORD - Doug Shumka is trying to figure out what caused mould to grow in his "affordable" Langford home. He insists building defects are the reason for the mold, but the City of Langford disagrees. When Shumka brought his concerns to city officials, they said his lifestyle caused the mold. Now, a letter from the Senior Codes Administrator at the Province's Building and Safety Policy Branch may provide some clarification for the Shumka's.
The letter addresses three key concerns related to specific airtight seals, insulation and the need for an air barrier system in the building envelope. When it comes to that air barrier system, the letter from the Office of Housing and Construction Standards states that the sill plate foundation connection in the house does not conform, and the air barrier system does not provide a continuous barrier to air leakage. This afternoon, Shumka took the letter to the City of Langford and showed it to the Senior Building Inspector.
After a half-hour meeting, Senior Building Inspector Dan Reynolds agreed to review the information and said he'd consider consulting the contractor, the original person who built the Shumka's home. It's a glimmer of hope for the Shumka's who say they just want their house to be fixed and safe for their family.
