anywhere anytime you play it's always common courtesy to stop action while a player ties his shoes. unless the other guys are douchebags.

It's also respect to the other player. As your growing up play ball with your friends on or off the court, you know when they stop to do something eg. tie their shoe, it's just respectful to let them do it.
