The answer is "yes". You may apply a Durabond over a small patch. You may want to apply a bonding agent. The agent is a milky liquid you apply with a brush, a disposable, cheap sponge brush is suitable. If the area is much larger, a small roller brush may be used. The reason for this bonding agent is to simply allow the plaster to adhere to the surface you''re working on. The liquid sets in 15 minutes and has a subtle tacky feel which is crucial for the paster adhere instead of slumping off.

Can you complete this process if the brown paper has been painted over already? It is a small spot (inch in diameter).

what happens if you just use primer and then paint over the brown paper?
The water that is in the primer can cause the paper to bubble and this will more than likely happen. Please let me know if you have any more questions.
