i have been diving i didn't take my fins off i climbed up the ladder with them on then turned round and sat on the edge of the boat then took them off

I think the divemaster/instructor should have been watching and pushed him back in the water until the fins came off on the ladder - (true if rougher you may want to keep them on until you are sat on the boat)

Actually, if the current and/or waves are particularly strong, you should NOT take off your fins first. If you get knocked off the ladder and swept away by the current, you can lose your fins if they're in your hand and not be able to swim back to the boat.
It really all depends on the diving conditions.

good point plus a lot depends on the type of ladders some are more suitable for climbing out with your fins on than others.
