You can test if it is working by temporarily turning on the 'Enhance
pointer precision' feature and see how the mouse responds.
(NOTE: Only turn 'Enhance pointer precision' on for testing: it should normally be set OFF.) Taken right from the MarkC Readme. ;)

You have enhance pointer precision enable so you obvious don't know what your talking about. You need stability. The ratio from your hand movement to you cursor movement must always be the same regardless of the speed you move your hand. Well that's if you want consistent accuracy. Enhanced precision basically makes it so the faster you move, the faster the cursor accelerates. It's best to keep this accel speed constant no matter how fast you move the mouse. Normally, yes. But this fix alters the values when enhance pointer is enabled. Therefore, once you apply the patch, you enable it.

Do I still need to put -noforcemaccel and -noforcemparms as launch options, even after applying this fix?

You shouldn't. I've never had them as launch options. You could try it with or without anyway.
