It's called an aqua brush. You can get them online, dick blick, hobby lobby, JoAnns Etc I think also carries them. I have multiple ones with different brush sizes. :-)

Calicopurr, yes you can. The turtle is a stamped image. I also used twinkling H20 in this video and blended them with wc pencils. You'd want to use a water proof ink when you stamp the image. (ie-staz on, or pallette) or you can use a pigment ink IF you also heat emboss it first.
