Yes you can add hover effect to image mapped area coordinates but the coordinates should be very tight and precise to get the best effect. You can see MapHilight JQuery hover over effects and ToolTip effects demonstrated on all my clickable maps.
Don't overlap polygons, but it doesnt really matter if you do, only one of the mapped areas will be read by your mouse.

can you add hover effects, ie. when mouse is over an area it changes color and text displays like the state name?
would this be the same procedure using gimp?
what happens if polygons overlap?
