Celty's head maybe separated from her, but the head itself is not conscious. The only way, that I know of, for the head to wake up, is to hold a conversation with it until it does. When that happens, the head will gain memories, experiences, etc. that the body is unaware of. There are stories of that happening to a dullahan. Since Celty's head is 'asleep', & no one is talking to it, the chances are slim that it will wake up. It's not a guarantee though.

@Ron1840 It refers to the ep where Celty wonders about what her head looks like. She feels like she is forgetting it. There was a man in the park who drew her in Ireland but could never get the head right. Thus the name "The Girl in the Drawing"
