Jack Hammond is sentenced to life in prison, but manages to escape. To get away from the police he takes a girl as hostage and drives off in her car. The girl happens to be the only daughter of one of the richest men in the state.

when they stop at the end, sheen has flashbacks of the events of the chase, and then imagines himself getting out of the car, pulling out a ligher like a gun, and getting shot and killed. then the movie goes back to him sitting inside the car and he opens the door, gets out with his hands raised and is arrested...more things happen but as far as your question he does not actually get shot, only in his mind although it looks real at the time.
