@Palmergedd0n Its a popular drum loop used in jungle and drums n' bass styled electronic music (and rap and a million other things). It was taken from a soul song from a band called The Winstons. Pretty much the drums from 0:25 and on. Although, this one sounds altered a bit (possibly a different loop that sounds similar). There is a page on wikipedia about it.
