Actually, the war did last 4 years with constant fighting throughout.
However, I think the 3 year comment is in reference to the stalemate. The first few months and the last few months were actually the bloodiest times of the war when the war was still mobile, and the soldiers didn't have trenches to hide in.

@MarshmallowMonsterXD he says battle not war. And the war technically only lasted 3 years, the time it started first 6 months where shipping and militarism (preparation for war). And then the last couple months there was little fighting cause they all realized it was pretty stupid fighting a stalemate war.
