the one guy with the officer should have put him in one of the taller buildings to get a better sight line due to the height of the building. or does that not have any effect in this game.

No, it definitely makes a difference. If you tell him to climb a tree or to get in a building he'll be able to see farther. The only problem with buildings is that they often get shelled, so it's usually safer to just climb a tree somewhere.

it looks like house entry door, but its when you hove over the top of some trees

Select one person and scroll over some trees until you find one where you can climb into it. The icon is like when you go into buildings and vehicles.
